Hi, If you want to enable VisualEditor, you can do it on Special:ManageWiki/extensions. If the case is greyed, you need to enable TemplateData (you can found it on Parser Hooks tab) before enable VisualEditor.

I looked into this (on my own machine but by reproduce the same scenario) and I came to one conclusion: $wgTranslatePageTranslationULS is the imposter.
