ManageWikiDefaultPermissions should be renamed on child wikis

ManageWikiDefaultPermissions serves two purposes, on the master wiki, it allows editing of the default permissions. It used to allow the resetting of a child wikis permissions to the default, but now serves more than one purpose, it allows the resetting of settings and also recaching a wiki. As such the name no longer matches the functionality and it should be renamed something like Special:ResetWiki or something alike.

This poses an issue, though, because the name only needs to change if we are on a child wiki. If we are on the master wiki (Meta), it is fine to remain as it is because it only handles permissions on the master wiki. Maybe Special:ManageWikiDefaults would work?

It would only create technical debt to be renamed on certain wikis, if its renamed at all a name that covers central and child wikis would be good. However we could just add an alias for something else and have it change page title while in a technical aspect it is the same page is possible.

That might be better, as the only thing I can come up with is Special:ManageWikiDefaults.
